Trade flow data from HMRC and the Northern Ireland Statistics and Research Agency provides the clearest picture yet of how Northern Ireland's commercial relationships have adjusted to life under the Windsor Framework — the agreement between the UK government and the European Union that revised the Northern Ireland Protocol arrangements that had been a source of sustained political controversy since their introduction following Brexit.

The data shows a diverging picture depending on the direction of trade. North-south trade between Northern Ireland and the Republic of Ireland has continued to grow, benefiting from Northern Ireland's unique position within the UK while maintaining full access to the EU single market for goods — an arrangement that has created genuine commercial advantages for businesses in Northern Ireland able to trade freely in both directions without the barriers that apply at the Great Britain-EU boundary.

East-west trade between Great Britain and Northern Ireland has faced continued adjustment costs. While the Windsor Framework's Stormont Brake and Green Lane mechanisms have reduced the friction that applied under the original Protocol, additional documentation requirements, product labelling rules and regulatory divergence still impose costs on supply chains that move goods from mainland Britain to Northern Ireland. Business groups in Northern Ireland have consistently argued that these costs, while reduced from their Protocol-era peak, remain economically significant and represent an ongoing competitive disadvantage relative to all-island supply chains.
